1. Purpose of Processing Personal Data

The Directorate for Civil Protection (DSB), in collaboration with emergency services for fire (110), police (112), and health (113), is responsible for processing personal data collected through the Nød-SMS service. The purpose of collecting your personal data is to provide an SMS service that enables you to contact and receive assistance from emergency call centers directly via SMS in emergency situations. In order for you to send SMS messages to the emergency numbers 110, 112, and 113, we must process your personal data.

2. What Personal Data We Collect

To offer you this service, we need to collect the following information about you:
  • Name
  • Mobile number
  • Address
  • Postal code
  • Email address
  • Country

3. Legal Basis for Processing

The operation of the emergency call service in Norway is both a legal obligation imposed on the emergency services according to the EU General Data Protection Regulation (GDPR) Article 6(1)(c), and a task carried out in the public interest according to GDPR Article 6(1)(e). The emergency call service is regulated by the following laws and regulations:
  • For fire (110): Act of 14 June 2002 No. 20 on the Protection Against Fire, Explosion and Accidents involving Hazardous Substances and the Fire Service's Rescue Tasks (Fire and Explosion Protection Act), and Regulation of 15 September 2021 No. 2755 on the Organization, Staffing, and Equipment of the Fire and Rescue Services and Emergency Call Centers (Fire and Rescue Services Regulation).
  • For police (112): Act of 28 May 2010 No. 16 on the Processing of Information in the Police and Prosecution Authority (Police Data Act), and Regulation of 20 September 2013 No. 1097 on the Processing of Information in the Police and Prosecution Authority (Police Data Regulation).
  • For health (113): Act of 20 June 2014 No. 42 on the Processing of Health Information in the Provision of Health Care (Patient Records Act), and Regulation of 20 March 2015 No. 231 on Requirements for and Organization of Municipal Emergency Medical Services, Ambulance Services, and Medical Emergency Call Services (Acute Medicine Regulation).
The emergency services are the data controllers for your personal data. DSB has established the Nød-SMS service for the emergency services and acts as their data processor. DSB processes your personal data based on a data processing agreement and instructions from the emergency services. Link Mobility is the provider of the Nød-SMS service and acts as DSB’s sub-processor, processing your personal data based on a data processing agreement and instructions from DSB.

4. How We Process and Protect Your Personal Data

Your personal data is stored securely and processed confidentially. We use appropriate technical and organizational security measures to protect your personal data from unauthorized or unlawful processing and against accidental loss, destruction, or damage.

5. Sharing of Personal Data

When necessary to achieve the purpose of the Nød-SMS service, DSB, Link Mobility, and the emergency call service share your personal data. Employees who have access to personal data are subject to confidentiality obligations. We will not share your personal data beyond this unless required by law or necessary to provide the service and permitted by law.

6. Your Rights

You have the right to request access, rectification, or deletion of your personal data. You may also request the restriction of processing of your personal data and have the right to object to processing, as well as the right to data portability. See Chapter III of the EU General Data Protection Regulation for a description of your rights. We also refer to the Norwegian Data Protection Authority’s website which describes your rights: https://www.datatilsynet.no/rettigheter-og-plikter/den-registrertes-rettigheter/. If you wish to exercise these rights, you can contact us at postmottak@dsb.no. We will process your requests without undue delay, normally within one month. You may also request deletion through the "forget me" page.

Please note that confidential, sensitive, or other private information should not be sent via email. This also applies to messages containing your national identification number.

8. Complaints

You have the right to file a complaint with the Norwegian Data Protection Authority if you believe that the processing of your personal data is not in compliance with the applicable data protection regulations. We hope that you will contact DSB first, so we can address your concerns and clarify any misunderstandings.
